Professor Ho Yew Kee Chairman
Professor Ho Yew Kee was first appointed to the board in August 2017. He assumed the role of Chairman of the Board and the Nomination Committee on 1 April 2021. He also serves as a Member of the Fundraising Committee.
He is currently Professor of Accounting, Cluster Director (Business, Communication and Design) and Co-Chairperson of the AccTech Centre Advisory Committee at the Singapore Institute of Technology. Prior to that, he was an Associate Provost (SkillsFuture) at the Singapore Institute of Technology.
He serves on the board of CPA Australia Ltd, Dover Park Hospice, National Kidney Foundation, United Overseas Insurance Ltd, the Christian Businessman Committee (Singapore) and Prison Fellowship Singapore. He is also Chairman, Business and Accountancy Programmes Committee of Ngee Ann Polytechnic and member of the Advisory Council of the Institute of Certified Management Accountants of Sri Lanka and Advisory Board, Deakin University Integrated Reporting Centre.
Professor Ho holds a Doctoral of Philosophy (Accounting) and Master of Science in Industrial Administration from Carnegie Mellon University, USA, Master of Economics and Bachelor of Economics (First Class Honours) from Monash University, Australia.
Mr Foong Daw Ching Vice-Chairman
Mr Foong Daw Ching was a founding member of St Luke’s Eldercare in 1999 and served as Chairman from 2004 to 2006, returning to the Board in September 2018. He assumed the role of Chairman of the Missional Care Committee in September 2020.
He is also a Director of St Luke’s Hospital, an Independent Director of 4 listed companies in Singapore, Corporate Consultant of Crestar Education Group, and Accredited Mediator of the Consumers’ Association of Singapore. He also serves as the President of the Elder Board at Church of Singapore, Tung Ling Student Care Centre, and Tung Ling Community Services. Prior to that, he was the Managing Partner of Baker Tilly TFW LLP and Regional Chairman of Baker Tilly International Asia Pacific Region, member of the Accounting Advisory Board at the National University of Singapore, Director of Jurong Health Services Pte Ltd, and a member of the Audit Committee at the Ministry of Health Holdings Pte Ltd.
Mr Foong was awarded a Public Service Medal (Pingat Bakti Masyarakat) by the President of Singapore in 2003.
Mr Foong is a Fellow of the Institute of Chartered Accountants in England and Wales, a Fellow of the Institute of Singapore Chartered Accountants, a Fellow of CPA Australia, and a Chartered Accountant, Malaysian Institute of Accountants.
Dr Neo Boon Siong Honorary Treasurer
Dr Neo Boon Siong was first appointed to the Board in August 2021 and assumed the role of Honorary Treasurer and Chairman of the Finance, Investment and Procurement Committee on 1 September 2021.
He was the CANON Endowed Chair Professor of Business and twice served as Dean of the Nanyang Business School at the Nanyang Technological University, Singapore. He is the Chairman of the Board of Governors of The Navigators, Singapore, and an independent director of Chip Eng Seng Corporation Ltd. He was previously Chairman of i1 Ventures Ltd. He had served the boards of Keppel Telecommunications & Transportation Ltd, OCBC Bank, Great Eastern Life Group, Keppel Offshore and Marine Ltd, GRP Ltd, Informatics Holding Ltd, National Computer Systems Pte Ltd, Keppel’s K1 eBiz Pte Ltd, J Lauritzen Singapore, Public Accountants Board, Securities Industry Council, Income Tax Review Board, Goods and Services Tax Review Board, Institute of Certified Public Accountants of Singapore, and the Nanyang Technological University Council.
Dr Neo received a Public Administration Medal (Silver) from the President of the Republic of Singapore at the 1999 National Day Honours Award.
He has 38 years of professional experience in accounting and finance, information systems, strategy, research, business consulting, management education, and corporate governance. He is a leading expert in public sector governance, business strategy, process management and organisational change.
Dr Neo is a Certified Public Accountant (Singapore) and holds a Bachelor of Accountancy (Honours) from the National University of Singapore and MBA and PhD degrees from the University of Pittsburgh, USA.
Mr Wong Siu Hong Alfred Director
Mr Alfred Wong was first appointed to the board in February 2018. He assumed the role of Chairman of the Fundraising Committee in November 2018 and was appointed as a Member of the Nomination Committee from 1 April 2021.
He is the Founder and Managing Director of Noel Gifts International Pte Ltd and serves as a Governor of the Management Committee of St Andrew’s Junior College.
Mr Wong holds a Master of Business Administration from the University of Hull, UK.
Mr Choo Eng Beng Director
Mr Choo Eng Beng was first appointed to the board in January 2016 and the Audit, Risk and Governance Committee in January 2019. He assumed the role of Chairman of the Audit, Risk and Governance Committee in August 2019 and is also a Member of the Human Resource and Nomination Committees.
He has been a Partner in PricewaterhouseCoopers LLP since 2005. He is also the Vice Chairman of the Board of Directors at St Luke’s Hospital, a Director of Shared Services for Charities Limited, a member of the School of Accountancy Advisory Board of Singapore Management University, and a Member of the Audit Committee of the National Research Foundation. He also serves Chairman of the Audit Committee of the Church of Singapore.
Mr Choo holds a Bachelor of Accountancy (Honours) from Nanyang Technological University, Singapore and is Fellow Chartered Accountant.
Mr Chua Song Khim Deputy Chief Executive National University Health System
Mr Chua Song Khim was appointed to the Board on 22 August 2022.
He is the Deputy Chief Executive of the National University Health System since January 2017 and is responsible for Population Health efforts, Regional Health System Office, Alexandra Campus Development, National University Polyclinics, Family Medicine, Group Nursing, Group Allied Health, NUHS Diagnostics & NUHS Pharmacy business units.
Prior to that, he was the Chief Executive Officer of NTUC Unity Healthcare and Executive Director of NTUC Eldercare Cooperatives (2012 – 2014), led the successful integration of both Co-operatives to form NTUC Health Cooperative, and was appointed as its Chief Executive Officer (2014 – 2018), Group Chief Executive Officer of China Healthcare Ltd (Econ Healthcare) (2008 – 2012), Chief Operating Officer of National University Hospital until he was appointed its Chief Executive Officer of National University Hospital (2001 – 2008).
Mr Chua is currently the Chairman of the Ministry of Health’s (MOH’s) Healthcare Productivity Implementation Taskforce, a Board member of St Luke’s Hospital, a Director of CrossMedia Pte Ltd, a member of the Future Economy Council Essential Domestic Services Sub- Committee as well as the Advisory Committee of the School of Sports, Health and Leisure of Republic Polytechnic and serves as an Elder in Bethesda Christian Centre. He was the former Chairman of the Agency for Integrated Care’s Strategic Advisory Committee – Quality Improvement for the Intermediate & Long-term Care sector, a Board member of Jurong Health Services Fund, and a member of MOH’s City for All Ages Committee as well as the Healthcare Tripartite Committee for Workforce Innovation and Productivity.
In recognition of his achievements, Mr Chua has been conferred numerous awards, including the National Day Commendation Medal, NTUC Commendation Medal (Gold), Ministry of Health’s Health Leader Award and the Republic of Singapore Navy’s National Servicemen of the Year award (Commendation).
Mr Chua holds a Bachelor’s degree in Computer Science from the National University of Singapore and a Master’s degree in Health Services Administration (Policy & Management) from the University of Michigan, Ann Arbor in the United States of America.
Ms Ginger Hsiao Director
Ms Ginger Hsiao was first appointed to the Board and the Finance, Investment and Procurement Committee in February 2017. She assumed the roles of Honorary Treasurer and Chairman of the Finance, Investment and Procurement in September and October 2017. Having served the full 4-year tenor as Honorary Treasurer, she remains as a Board Member and currently serves as a Member of the Finance, Investment and Procurement Committee and the Programmes, Services and Care Risk Committee.
She is the co-founder of Gold Nest (Private) Capital and Fund Manager of the European Life Sciences Growth Fund. She co-founded the Ginward Group, a consulting firm operating out of Europe, Japan and Singapore. Prior to that, she was the Managing Director, Head of Sales activities for Asia, China, and the USA at Credit Agricole CIB Capital Markets (formerly Credit Lyonnais), and Vice President at Citigroup headquarters in New York City, USA.
Ms Hsiao holds a Bachelor of Science Degree in Economics from The Wharton School of the University of Pennsylvania, USA.
Mr Ho Kuen Loon Director
Mr Ho Kuen Loon is the Group CEO of Fullerton Health Corporation (FHC), a position he has held since 1 January 2020. He also serves as an Executive Director on the Board of FHC. Prior to his appointment as Group CEO, he served as Group COO from 2018 to 2019 and as MD for Singapore from 2019 to 2022. Previously, he held roles as Regional MD for Australia & Indonesia from 2016 to 2018 and as Group CFO from 2013 to 2015.
Before joining FHC, Mr Ho spent eight years at Keppel Limited, where he held various positions across different business units and countries. His final role at Keppel was as Chief Financial Officer of Keppel Integrated Engineering from 2011 to 2013. He also worked as a Management Consultant with McKinsey & Co. and Innosight LLC, founded by Professor Clayton Christensen of Harvard Business School.
Currently, Mr Ho serves as a Board Member at St Luke’s Hospital. He is also the Chairman of the Audit Committee.
He holds a Master of Business Administration from Harvard Business School and a Bachelor of Accountancy from Nanyang Technological University. Mr Ho is a qualified Chartered Financial Analyst and a Fellow Chartered Accountant of Singapore.
Ms Lim Ai Ling Director
Ms Lim Ai Ling was first appointed to the Board and Human Resource Committee in May 2017 and assumed the role of Chairperson of the Human Resource Committee on 1 April 2021.
She is the Human Resource Director, Decorative Paints, South East & South Asia at Akzo Nobel. Prior to that, she was the Head of Human Resource, ASEAN at Manulife Financial, Head of Human Resource at Manulife Financial Singapore Pte Ltd, and Head of Human Resource at OCBC Securities Pte Ltd (a subsidiary of OCBC Group).
She holds a Bachelor of Business Administration from the National University of Singapore, Graduate Diploma in Personnel Management from the Singapore Institute of Management, and is a certified consultant in DISC, Facet 5 Personality Profiles and Hogan Assessment Inventory.
Adjunct Professor Lee Chien Earn Director
Professor Lee Chien Earn was first appointed to the Board and the Programmes, Services and Care Risk Committee on 1 October 2021.
He is currently the Deputy Group CEO (Regional Health System) of SingHealth, and the Chairman of the Planning Committee for the upcoming integrated acute and community hospital in Bedok North. Before this, he was CEO of Changi General Hospital and Deputy Director of Medical Services for Health Services and Healthcare Performance in the Ministry of Health, where he led the strategic development and improvement of healthcare services.
Professor Lee is a public health specialist by training. He is an Adjunct Professor at the Saw Swee Hock School of Public Health, National University of Singapore, Duke-NUS Medical School and Singapore University of Technology and Design. He was a member of several international committees under the World Health Organisation, International Hospital Federation and Joint Commission International.
Mr Wong King Yoong Director
Mr Wong King Yoong was first appointed to the board in February 2017 and the Human Resource Committee in December 2018.
He was previously Chairman of Bizlink Centre Singapore Ltd, Director of La Cuisine Delicieuse Pte. Ltd., Managing Director & Vice-President at Global Operations at Sciex, Managing Director & Corporate Vice-President at AMD Singapore, Managing Director at JDS Uniphase, Managing Director and Vice President (Operations) at Berkley Industries, President & CEO at Flairis Tech Corp, Managing Director & Vice-President at Compaq Computer Asia, and Engineering Director at Fairchild Semiconductor.
Mr Wong holds a Bachelor of Engineering (Electrical) from The University of Singapore.
Mr Yeong Zee Kin Director
Mr Yeong Zee Kin was first appointed to the Board in October 2016 and is a Member of the Finance and Nomination Committees.
He is the Chief Executive of the Singapore Academy of Law, the Assistant Chief Executive (Data Innovation and Protection) at Infocomm Media Development Authority and Deputy Commissioner at Personal Data Protection Commission.
He serves on the board of Singapore Network Information Centre (SGNIC) Pte Ltd, Asian Business Law Institute and LawNet Technology Services. Prior to that, he was Senior State Counsel (Director, Technology) at Civil Division, Attorney-General’s Chambers and Senior Assistant Registrar, Supreme Court of Singapore. He was formerly a partner with Rajah & Tann’s telecommunications, media and technology law practice.
He holds a Master in Law (Computer and Communications Law) from the University of London, Bachelor in Law from the National University of Singapore, and is qualified as an Advocate and Solicitor, Supreme Court of Singapore and Solicitor, England and Wales.
Adjunct Associate Professor (Dr) Kenny Tan
Chief Executive Officer
Adj A/Prof (Dr) Kenny Tan was appointed the CEO of St Luke’s ElderCare Ltd in August 2016. Prior to that, he was the Chief Operating Officer for both St Luke’s Hospital and St Luke’s ElderCare Ltd from 2013 to 2016.
He is also an Adjunct lecturer for the Master of Science in Applied Gerontology program at the Lee Kong Chian School of Medicine, Nanyang Technological University and an Adjunct Associate Professor in the Health and Social Sciences Cluster at the Singapore Institute of Technology.
His research and teaching areas are in healthcare services, health systems and policy, integrated care, gerontology, leadership and management.
He was awarded the Healthcare Humanity Award in 2017, the Ageing Asia Global Ageing Trailblazer Award in 2019, and Ageing Asia Global Ageing Influencer Award in 2021. For his contribution to manage the impact of COVID-19 in Singapore, he was awarded The Public Service Medal (COVID-19) in 2023.
He holds a Bachelor of Medicine and Bachelor of Surgery from National University of Singapore, a Master of Education (Leadership, Policy, Change) and Master of Counselling from Monash University, Australia. He was nominated by the Agency for Integrated Care to attend the Harvard Leadership Programme – Strategic Perspectives for Non-Profit Management as a representative of the Community Care sector in Singapore.
Dr Alan Wong Chief Operating Officer
From March 2023, Dr Alan Wong will oversee SLEC’s Administration, CommCare Academy, Digital Transformation, Facilities Management, Innovation & Digitalisation, IT, Organisational Excellence, Sourcing & Procurement, Transport Office, and New Growth Opportunities. Alan brings to this role his strong business acumen, entrepreneurial mindset, technology competence with operational expertise, and a wealth of experiences to realise SLEC’s commitment to Community Care.
Alan joined SLEC on 25 January 2021 as Senior Director, IT, Digital Transformation and Operations. Alan provided exceptional leadership with the IT blueprint that he crafted for SLEC. He brought transformation for the departments placed in his care. Prior to this, with years of being able to translate agile startup culture with international MNCs, he brings the necessary experience to achieve stakeholder goals and maintain sustainable growth for growing companies. His many years involved in technology make him very adept with delivering Cloud, Cybersecurity, and Asset management solutions.
Alan holds a Doctorate in Business Admin from the Swiss School of Business and Management, Geneva, and is certified in Digital Transformation from the Massachusetts Institute of Technology and graduated with a Master of Business Admin from the University of South Australia. He is a Distinguished Senior Fellow of the National University of Singapore’s School of Continuing and Lifelong Education and a graduate of the University of London BSc Econs (2nd Class Hons) and Ngee Ann Polytechnic Electronics Engineering. He also holds a certification in BCCPE from the Building and Construction Authority, and a Certificate in Quality, Environmental, Health & Safety Internal Auditor (ISO 9001:2015, ISO14001: 2015, ISO45001:2018)
His dissertation focuses on how NPOs stay viable and how to harness the benefits of digitalisation for the Community Care sector.
Alan is also Data Protection Officer (DPO) for SLEC.
Agnes Hew Senior Director, Health & Social Care Services (Community) and Corporate Strategy
Ms Agnes Hew will oversee SLEC’s Health & Social Care Services (Community) and Corporate Strategy. Her leadership spans almost 30 years in the community care sector.
Agnes began her work with St Luke’s by joining St Luke’s Hospital in 1999. She led the Outpatient Services from 2008 and Corporate Strategy and Performance departments from 2014 at St Luke’s Hospital. In 2017, she joined SLEC to lead corporate development initiatives and to oversee the performance capabilities across organisational functions.
Since joining SLEC, she has contributed to its business expansion to operate more eldercare centres, a nursing home and SLEC’s first active ageing hub. She also raised the Home Care service standards and developed a sustainable business model delivering care efficiency in wound care and home rehabilitation.
Agnes is a member of the Singapore Physiotherapy Association, holding a Bachelor of Science (Physiotherapy) from Curtin University of Technology and a Graduate Diploma in Healthcare Management and Leadership from the Singapore Management University.
Susie Goh Director of Nursing Services
Susie Goh, as Director of Nursing Services, drives SLEC’s strategic plans and integration of nursing services across all service platforms in Residential-based, Centre-based, Community-based and Home-based Services. She is responsible for raising standards and quality of nursing care across all SLEC services, formulating and implementing new nursing strategies and programmes, and keeping track of emerging technologies and ensuring our nursing teams are ready to adapt to changes in the healthcare environment.
Susie has served faithfully for more than 40 years in both public and private healthcare institutions, and in clinical training and education. In 2011, Susie was awarded the prestigious President’s Award for Nurses, and she also received the Healthcare Humanity Award and MOH Merit Nurses Award in 2003 and 2002 respectively, in recognition of her significant contributions to the nursing community.
Susie graduated with a Bachelor of Nursing from Monash University in 2000. Susie also has deep expertise in wound management, receiving a Wound Management Certificate from the University of South Australia in 1998, a Post Graduate Certificate in Wound Healing and Tissue Repair from Cardiff University in 2005, and a Certificate of Postgraduate Medical Study in Wound Treatment from the University of California in 2008. With her extensive experience and expertise in Wound Care management, Susie is highly sought-after by MOH and within the clinical and community care sector to provide advisory and consultancy services in Wound Care.
Gregory Lee Director, Pastoral Care, Counselling and Partnerships
Mr Gregory Lee drives the strategies and plans to grow, engage and further strengthen the church and community partnerships, pastoral care and counselling at SLEC. He joined the organisation in Jan 2017 and was previously Director for Communication and Partnerships.
His wealth of experience spans commercial and community care sectors, including leadership roles at The Salvation Army, the National University of Singapore, and World Vision Singapore, specialising in resource building, stewarding philanthropic support and public relations.
Gregory holds a Master of Science in Information Technology from the University of Glasgow and is certified in the Senior Management Programme for Non-Profits (Advance) from the Lee Kuan Yew School of Public Policy. He is also a Council Member of the Biblical Graduate School of Theology and member of the Finance Committee.
Gregory is also serving as Deputy Data Protection Officer.
Koh Lip Wee Director, Finance
Lip Wee was appointed Director, Finance in July 2023. In his role, he oversees the entire spectrum of finance and treasury/investment functions and plays an instrumental role in driving SLEC’s growth. This encapsulates strategic financial planning and analysis; financial due diligence and advisory; investment returns optimisation; internal controls governance; as well as statutory and operational finance matters. He also ensures effective financial business partnering and long-term financial sustenance by driving resources utilisation efficacy.as well as enforcement of finance/operational policies in compliance with various statutory requirements (including the Charities Act).
Prior to joining SLEC, Lip Wee held senior leadership and regional management roles in both Statutory Board and MNCs for more than 15 years. He was Financial Controller and Head of Finance Division of Sport Singapore (SportSG) from 2012 to 2022 and Regional Group Financial Controller of AXA Wealth Management Asia over 5 years prior.
Lip Wee is a Chartered Accountant (CA) Singapore and Chartered Financial Analyst (CFA) Charterholder and a Fellow of the Association of Chartered Certified Accountants (FCCA). He holds a Bachelor of Science (Economics) (Hons) from the University of London, a Master of Business Administration from University of Bradford, a Master of Science in Urban Science, Policy and Planning from Singapore University of Technology and Design.
Jared Tay Deputy Director, Human Resources
Mr Jared Tay currently leads the development and implementation of Human Resource strategies to support SLEC’s strategic growth objectives. He will partner the leadership team to build leadership and organisational capabilities as well as provide strategic and operational guidance to the HR team.
Prior to joining SLEC in Aug 2021, Jared had an illustrious career serving in the Republic of Singapore Air Force (RSAF) for almost 23 years. He held the rank of Lieutenant-Colonel and was the Deputy Head, Centre for Learning Systems (CLS), SAFTI Military Institute just before retiring from service. Jared held various key leadership and staff appointments, notably, Head of Learning Technology Branch of CLS, and Chief Instructor of Command, Control and Communications School in Air Warfare Training Institute. Jared was credited with transforming learning experiences from an instructor-centric to a learner-centric methodology and transforming the SAF training ecosystem with the development of next-gen learning technology. For his contributions and leadership, Jared was recognised with several awards including the SAF Good Service Medal, and SAF Long Service and Good Conduct Medals.
Jared graduated from NTU with a Bachelor in Business in 1998, a Specialist Diploma in Learning Science from NIE-NTU in 2013, and a Master of Arts in Education Management from NIE-NTU in 2017.
