Mr Foong Daw Ching
Chairman

Mr Foong Daw Ching was a founding member of St Luke’s ElderCare in 1999 and served as Chairman from 2004 to 2006. He returned to the Board in 2018, assuming the role of Chairman of the Missional Care Committee in 2020 and Chairman of the Board with effect from 1 September 2026.

He is also a Director of St Luke’s Hospital, an Independent Director of 4 listed companies in Singapore, Corporate Consultant of Crestar Education Group, and Accredited Mediator of the Consumers’ Association of Singapore. He also serves as the President of the Elder Board at Church of Singapore, Tung Ling Student Care Centre, and Tung Ling Community Services. Prior to that, he was the Managing Partner of Baker Tilly TFW LLP and Regional Chairman of Baker Tilly International Asia Pacific Region, member of the Accounting Advisory Board at the National University of Singapore, Director of Jurong Health Services Pte Ltd, and a member of the Audit Committee at the Ministry of Health Holdings Pte Ltd.

Mr Foong was awarded a Public Service Medal (Pingat Bakti Masyarakat) by the President of Singapore in 2003.

Mr Foong is a Fellow of the Institute of Chartered Accountants in England and Wales, a Fellow of the Institute of Singapore Chartered Accountants, a Fellow of CPA Australia, and a Chartered Accountant, Malaysian Institute of Accountants.

Mr Ho Kuen Loon
Treasurer

Mr Ho Kuen Loon was appointed Treasurer in August 2025. He is also the Group CEO of Fullerton Health Corporation (FHC), a position he has held since 1 January 2020. He serves as an Executive Director on the Board of FHC. Prior to his appointment as Group CEO, he served as Group COO from 2018 to 2019 and as MD for Singapore from 2019 to 2022. Previously, he held roles as Regional MD for Australia & Indonesia from 2016 to 2018 and as Group CFO from 2013 to 2015.

Before joining FHC, Mr Ho spent eight years at Keppel Limited, where he held various positions across different business units and countries. His final role at Keppel was as Chief Financial Officer of Keppel Integrated Engineering from 2011 to 2013. He also worked as a Management Consultant with McKinsey & Co. and Innosight LLC, founded by Professor Clayton Christensen of Harvard Business School.

Currently, Mr Ho serves as a Board Member at St Luke’s Hospital. He is also the Chairman of the Audit Committee.

He holds a Master of Business Administration from Harvard Business School and a Bachelor of Accountancy from Nanyang Technological University. Mr Ho is a qualified Chartered Financial Analyst and a Fellow Chartered Accountant of Singapore.

Dr Neo Boon Siong
Director

Dr Neo Boon Siong was first appointed to the Board in August 2021 and served as the Treasurer and Chairman of the Finance Committee from 1 September 2021 to 25 August 2025.

He was the CANON Endowed Chair Professor of Business and twice served as Dean of the Nanyang Business School at the Nanyang Technological University, Singapore. He is the Chairman of the Board of Governors of The Navigators, Singapore, and an independent director of Chip Eng Seng Corporation Ltd. He was previously Chairman of i1 Ventures Ltd. He had served the boards of Keppel Telecommunications & Transportation Ltd, OCBC Bank, Great Eastern Life Group, Keppel Offshore and Marine Ltd, GRP Ltd, Informatics Holding Ltd, National Computer Systems Pte Ltd, Keppel’s K1 eBiz Pte Ltd, J Lauritzen Singapore, Public Accountants Board, Securities Industry Council, Income Tax Review Board, Goods and Services Tax Review Board, Institute of Certified Public Accountants of Singapore, and the Nanyang Technological University Council.

Dr Neo received a Public Administration Medal (Silver) from the President of the Republic of Singapore at the 1999 National Day Honours Award.

He has 38 years of professional experience in accounting and finance, information systems, strategy, research, business consulting, management education, and corporate governance. He is a leading expert in public sector governance, business strategy, process management and organisational change.

Dr Neo is a Certified Public Accountant (Singapore) and holds a Bachelor of Accountancy (Honours) from the National University of Singapore and MBA and PhD degrees from the University of Pittsburgh, USA.

Ms Anna Chan was first appointed to the Board in August 2025.

She has more than 40 years of experience in both the public and private sector. She was with the Singapore Economic Development Board (EDB) for the last 33 years.  Over the years, she had oversight over various functions in EDB, ranging from planning and policy, to audit, finance, human resources, investments, legal and admin. She was appointed as Assistant Managing Director, EDB overseeing Planning and Policy, including Finance in 2008, and her last appointment with the Board was Executive Vice President, Corporate Development.

She graduated from the National University of Singapore with a Bachelor of Accountancy in 1983. She completed her the Harvard Advanced Management Program in 2011. She is a fellow of the Institute of Singapore Chartered Accountants (ISCA) and CPA, Australia. She completed the ISCA-SAC BOD masterclass programme in 2024.

Mr Chua Song Khim
Director

Mr Chua Song Khim was appointed to the Board on 22 August 2022.

He is the Deputy Chief Executive of the National University Health System since January 2017 and is responsible for Population Health efforts, Regional Health System Office, Alexandra Campus Development, National University Polyclinics, Family Medicine, Group Nursing, Group Allied Health, NUHS Diagnostics & NUHS Pharmacy business units.

Prior to that, he was the Chief Executive Officer of NTUC Unity Healthcare and Executive Director of NTUC Eldercare Cooperatives (2012 – 2014), led the successful integration of both Co-operatives to form NTUC Health Cooperative, and was appointed as its Chief Executive Officer (2014 – 2018), Group Chief Executive Officer of China Healthcare Ltd (Econ Healthcare) (2008 – 2012), Chief Operating Officer of National University Hospital until he was appointed its Chief Executive Officer of National University Hospital (2001 – 2008).

Mr Chua is currently the Chairman of the Ministry of Health’s (MOH’s) Healthcare Productivity Implementation Taskforce, a Board member of St Luke’s Hospital, a Director of CrossMedia Pte Ltd, a member of the Future Economy Council Essential Domestic Services Sub- Committee as well as the Advisory Committee of the School of Sports, Health and Leisure of Republic Polytechnic and serves as an Elder in Bethesda Christian Centre. He was the former Chairman of the Agency for Integrated Care’s Strategic Advisory Committee – Quality Improvement for the Intermediate & Long-term Care sector, a Board member of Jurong Health Services Fund, and a member of MOH’s City for All Ages Committee as well as the Healthcare Tripartite Committee for Workforce Innovation and Productivity.

In recognition of his achievements, Mr Chua has been conferred numerous awards, including the National Day Commendation Medal, NTUC Commendation Medal (Gold), Ministry of Health’s Health Leader Award and the Republic of Singapore Navy’s National Servicemen of the Year award (Commendation).

Mr Chua holds a Bachelor’s degree in Computer Science from the National University of Singapore and a Master’s degree in Health Services Administration (Policy & Management) from the University of Michigan, Ann Arbor in the United States of America.

Ms Ginger Hsiao
Director

Ms Ginger Hsiao was first appointed to the Board and the Finance, Investment and Procurement Committee in February 2017. She assumed the roles of Honorary Treasurer and Chairman of the Finance, Investment and Procurement in September and October 2017. Having served the full 4-year tenor as Honorary Treasurer, she remains as a Board Member and currently serves as a Member of the Finance, Investment and Procurement Committee and the Programmes, Services and Care Risk Committee.

She is the co-founder of Gold Nest (Private) Capital and Fund Manager of the European Life Sciences Growth Fund. She co-founded the Ginward Group, a consulting firm operating out of Europe, Japan and Singapore. Prior to that, she was the Managing Director, Head of Sales activities for Asia, China, and the USA at Credit Agricole CIB Capital Markets (formerly Credit Lyonnais), and Vice President at Citigroup headquarters in New York City, USA.

Ms Hsiao holds a Bachelor of Science Degree in Economics from The Wharton School of the University of Pennsylvania, USA.

Adjunct Professor Lee Chien Earn
Director

Professor Lee Chien Earn was first appointed to the Board and the Programmes, Services and Care Risk Committee on 1 October 2021.

He is currently the Deputy Group CEO (Regional Health System) of SingHealth, and the Chairman of the Planning Committee for the upcoming integrated acute and community hospital in Bedok North. Before this, he was CEO of Changi General Hospital and Deputy Director of Medical Services for Health Services and Healthcare Performance in the Ministry of Health, where he led the strategic development and improvement of healthcare services.

Professor Lee is a public health specialist by training. He is an Adjunct Professor at the Saw Swee Hock School of Public Health, National University of Singapore, Duke-NUS Medical School and Singapore University of Technology and Design. He was a member of several international committees under the World Health Organisation, International Hospital Federation and Joint Commission International.

Ms Lim Ai Ling
Director

Ms Lim Ai Ling was first appointed to the Board and Human Resource Committee in May 2017 and assumed the role of Chairperson of the Human Resource Committee on 1 April 2021.

She is the Human Resource Director, Decorative Paints, South East & South Asia at Akzo Nobel. Prior to that, she was the Head of Human Resource, ASEAN at Manulife Financial, Head of Human Resource at Manulife Financial Singapore Pte Ltd, and Head of Human Resource at OCBC Securities Pte Ltd (a subsidiary of OCBC Group).

She holds a Bachelor of Business Administration from the National University of Singapore, Graduate Diploma in Personnel Management from the Singapore Institute of Management, and is a certified consultant in DISC, Facet 5 Personality Profiles and Hogan Assessment Inventory.

Mr Wong King Yoong
Director

Mr Wong King Yoong was first appointed to the board in February 2017 and the Human Resource Committee in December 2018.

He was previously Chairman of Bizlink Centre Singapore Ltd, Director of La Cuisine Delicieuse Pte. Ltd., Managing Director & Vice-President at Global Operations at Sciex, Managing Director & Corporate Vice-President at AMD Singapore, Managing Director at JDS Uniphase, Managing Director and Vice President (Operations) at Berkley Industries, President & CEO at Flairis Tech Corp, Managing Director & Vice-President at Compaq Computer Asia, and Engineering Director at Fairchild Semiconductor.

Mr Wong holds a Bachelor of Engineering (Electrical) from The University of Singapore.

Mr Alfred Wong Siu Hong
Director

Mr Alfred Wong was first appointed to the board in February 2018. He assumed the role of Chairman of the Fundraising Committee in November 2018 and was appointed as a Member of the Nomination Committee from 1 April 2021.

He is the Founder and Managing Director of Noel Gifts International Pte Ltd and serves as a Governor of the Management Committee of St Andrew’s Junior College.

Mr Wong holds a Master of Business Administration from the University of Hull, UK.

Mr Ng Chin Hwee
Director

Mr Ng Chin Hwee was appointed to the Board on 14 September 2026. He is also a Director of SMRT Corporation Ltd, SMRT Trains Ltd., Stellar Ace Pte. Ltd. and Stellar Ace Outdoor Pte. Ltd. He also serves as Chairman of Strides Technologies Pte. Ltd.

Mr Ng is a member of Civil Aviation Authority of Singapore (CAAS)’s Air Hub Development Advisory Committee (CAHDAC), a Senior Fellow of the Singapore Aviation Academy and a board member of Singapore Post Limited. He is also a member of the Management Board of Calvary Community Care and a member of the Human Resource Committee of St Luke’s ElderCare.

He retired from his last role as Chief Executive Officer of SGX-listed SIA Engineering Company on 30 September 2023. Mr Ng joined Singapore Airlines in 1985 where he was appointed to various senior positions in Singapore and overseas. In 2004, he assumed the position of President & Chief Executive Officer of Singapore Airport Terminal Services Ltd (SATS).

He left SATS to rejoin Singapore Airlines as Executive Vice President for Human Resources and Planning on 1 January 2008. He assumed the position of Executive Vice President Human Resources and Operations on 1 February 2011 and was in charge of the divisions of Cabin Crew, Engineering, Flight Operations, Customer Services and Operations, and Human Resources.

Mr Ng held several board directorship positions during his career. In addition, he sat on several Committees, including ACCORD (Advisory Council on Community Relations in Defence), Advisory Board at SUTD (Engineering Systems and Design Pillar) as well as the selection committees for the President’s Science and Technology Award and President’s Challenge Social Enterprise Award.

Mr Ng holds a Master of Science degree in Management (MBA) from the Massachusetts Institute of Technology, USA, and a Bachelor of Engineering (First-Class Honours) from the National University of Singapore.

Ms Jacqueline Poh Mae-Jean
Director

Ms Poh was appointed to the Board on 1 September 2026. She has served as Chief Executive Officer of JTC Corporation since 1 April 2025 and is also a Director on the Jurong Port Board.

Ms Poh was previously Managing Director of the Singapore Economic Development Board (EDB) from 2021 to 2025. She was the Chairperson of Design Singapore Advisory Board and board member of EDB Investments.

Prior to EDB, Ms Poh was Deputy Secretary in the Prime Minister’s Office Strategy Group. She was also the founding Chief Executive of the Government Technology Agency of Singapore (GovTech) and Managing Director of the former Infocommunications Development Authority.

She has held key positions in three Ministries – manpower, finance and defence.

Ms Poh is an alumnus of Oxford, Cambridge, INSEAD (MBA) and Stanford.
